Need Beneath the Deadline

A colleague exploding about a deadline may be protecting predictability, reputation, or control. Do not excuse the delivery, but look for the need beneath it; that is where the durable solution usually lives.

Once you suspect the need, name it tentatively: "It sounds like reliability is the big issue here." Tentative language matters because you are offering a hypothesis, not telling the other person what they feel.
