Pop Quizzes and Audits

Teachers use this paradox every semester. A professor announces a surprise quiz sometime during the term.

Tax auditors rely on the same principle. If taxpayers could predict exactly when an audit would occur, they would cheat right up until that date. The unpredictability is the enforcement mechanism. The threat works only because nobody can pencil it into a calendar, so it has to stay live all year round.
