1970s Ireland
Soviet diplomats long deflected Western criticism by pointing to problems in the West, such as racism in America. But the word itself grew from the Irish term 'whataboutery,' which appeared in the 1970s to describe these deflections during the Northern Ireland conflict. The Cold War supplied the behavior; Ireland supplied the name.
