A much-repeated Soviet factory parable says that when nail factories were judged by number of nails, they made tiny useless nails; when judged by weight, they made a few giant useless ones. Whether or not the story happened exactly that way, the lesson is sound: when a metric becomes the target, people optimize the metric instead of the mission.
