Take Away the Target
Step one is almost too simple: pick up the rugs. If the surface a dog likes to use simply isn't there, the habit can't be practiced.

Block off carpeted rooms you can't clear with baby gates. If you catch the dog sniffing or circling, cut in with a cheerful "outside!" and head straight for the yard.
Here's the core idea: every indoor accident makes the next one more likely. Stop the rehearsals and you starve the habit. Prevention does half the work for you.
