Anxiety-Driven Refusal

Some dogs refuse to eliminate outside because the outdoor environment causes genuine anxiety.

Identify and address the stressor. Traffic noise? Find a quieter spot. A scary dog nearby? Adjust your timing. Yard with bad memories? Try a completely different outdoor location. For severely anxious dogs, a leashed walk often works better than standing in one spot.
