Give your dog a better bet than the counter: a place command. Start in a quiet room with no food around — send the dog to a bed or mat and reward staying put.

Your second tool is leave it. Begin with food on the floor, then on a low chair, then up at counter height — raising the bar only when the dog succeeds at the current level. Stretch the duration little by little. A dog that calmly leaves food on the ground is finally ready for counter-height temptation.
