Not always — the same posture can mean two opposite things
A relaxed dog flopping belly-up for a scratch is a friendly, contented gesture. But a stressed dog may also roll belly-up as an appeasement signal that says "please back off." Same pose, opposite messages — which is why you read the whole body, not just the belly.
