Logically true — it is a vacuous truth
In formal logic, an if-then statement is only false when the 'if' part is true and the 'then' part is false. When the condition can never happen, the whole statement counts as true by default. That is why a rule with no possible exceptions is automatically satisfied — there is simply no case left that could break it.
