Because the notation is deliberately ambiguous — even professional mathematicians disagree
The debate is whether 2(4) means '2 times 4' or is part of the denominator. PEMDAS doesn't fully resolve it, because implied multiplication isn't addressed. Real mathematicians never write expressions this ambiguously — they use extra parentheses.
