It grew out of merchants writing 'per cento', which slowly shrank to a slash with two circles.
Italian merchants in the 1400s wrote 'per cento' on financial records to figure trade duties and interest. Over time scribes shortened it, and the two zeros in % echo the two zeros in 100. The cousin symbol for per-thousand keeps three zeros.
