No — the two shorter sides must add up to more than the longest side.
This is the triangle inequality. Try sides of 2, 3, and 10: the 2 and 3 together (just 5) can't reach across the gap, so the ends never meet and no triangle closes. Builders and 3D modelers rely on this rule to know in advance which sets of lengths will actually form a shape.
