They round to the nearest minute because the underlying speed and traffic data are themselves estimates, not exact measurements.
Your arrival time is built from time = distance ÷ speed, but the speed is a moving guess that shifts with traffic and lights. Showing seconds would imply a precision the data does not have, so apps round to whole minutes and quietly update as conditions change.
