Japan's pilots focused on warships and ignored Pearl Harbor's fuel tanks, dry docks, and repair shops. Those facilities survived intact, so the base stayed operational and damaged ships could be patched up fast. Several battleships sunk that morning were raised, repaired, and sent back to fight.
