From Stewards to God-Kings
Early Mesopotamian leaders were en, priestly stewards who managed temple lands. Over time, military leaders called lugal gained power through warfare. Eventually kings claimed divine authority outright. Naram-Sin of Akkad was the first ruler to declare himself a god.

Mesopotamian religious architecture expressed the link between heaven and earth. Ziggurats — stepped pyramid temples — rose above every major city, serving as physical staircases between mortals and the divine realm above.
