What We Already Knew
Most pandemic failures are not caused by missing science. They are caused by known lessons that get ignored. After every major outbreak of the past century — the 1918 flu, HIV/AIDS, SARS, MERS, Ebola, COVID-19 — investigators flag the same weak points:
- Slow response when early action mattered most
- Mixed messaging that confused the public
- Patchy surveillance that missed outbreaks early
- Fragile supply chains for tests, masks, and drugs
The gap is rarely about what we know. It is about acting on it before the next crisis forces our hand.
