To public baths and fountains, not private homes
With nearly 1,000 liters per person flowing in each day, the bulk served shared civic life: the great bath complexes, the public fountains where ordinary Romans drew their water, and even industrial uses like fulling cloth. Private piped supply was a paid privilege reserved for the wealthy.
