Communication as Power
In modern central banking, words matter as much as actions. Forward guidance — telling markets what you plan to do — can move economies without changing a single rate. In 2013, Ben Bernanke merely hinted the Fed might slow its bond purchases. Bond yields spiked and markets sold off worldwide within weeks, an episode now known as the Taper Tantrum.

When the Fed chair says rates will stay low for an extended period, businesses plan investments and consumers take mortgages based on that promise. A single unexpected phrase in a press conference can move billions in market value within seconds.
