Not every tariff is about simple protection. Some economists back strategic trade policy — using temporary tariffs to nurture infant industries until they can compete globally.

South Korea and Japan used this approach to build their automotive and electronics industries from nothing into global powerhouses. The key word is temporary — tariffs that protect infant industries work only if the protection eventually ends and forces companies to compete internationally.
