Countries have gotten creative at restricting trade without formal tariffs. Complex regulations, slow customs procedures, and discriminatory standards all act as invisible barriers.

Japan famously kept foreign rice out through elaborate quality inspections that imported rice somehow never passed. The EU bans hormone-treated beef on safety grounds, which American producers call a disguised trade barrier.
