The Second Foundation

Asimov introduced a Second Foundation of mentalics — people who can read and manipulate minds — operating in secret to protect the Seldon Plan from disruption. This shadow institution raises an uncomfortable question: is it acceptable for a hidden elite to steer civilization toward a better future without its knowledge or consent? Characteristically, Asimov refused to resolve it. The Plan produces a better galaxy, but only by treating billions of people as statistics to be managed rather than individuals with agency.
