Their working memory is still developing
A young child's brain can juggle far fewer items at once than an adult's. Tell a four-year-old to "go upstairs, get your socks, and put them on," and the chain often breaks before step two. It isn't ignoring — the instruction simply fell out of memory. One small step at a time is far easier for them to hold and finish.
