They mean different actions
'Down' should always mean lie flat on the ground. 'Off' means get off the couch, the bed, or a person. Picture a dog on the sofa told 'down' — should they lie down on the couch, or jump off it? Separate words remove that confusion, so the dog always knows exactly what you want.
