You'd barely notice for hours
The 13 root-server identities are actually served by roughly 1,900 machines worldwide through anycast routing, so a true total outage is nearly impossible. Even then, heavy caching means most lookups never reach the root, so the internet would degrade slowly over hours rather than stop instantly.
