Tanzanian student Erasto Mpemba noticed it making ice cream in 1963. Proposed explanations include evaporation reducing the volume of hot water, dissolved gases escaping, and different convection patterns. Careful experiments give mixed results, so it is best treated as an open question rather than a settled fact.
