It moves slowly and exposed while hauling them
Stacked shells are awkward cargo. The octopus has to **stilt-walk** on stiffened arms, slow and out in the open, with no quick escape. Accepting that risk for a shelter it will only need **later** is exactly what makes the behavior planning, not instinct.
