Break down completely within one year of normal disposal
Under the FTC's Green Guides, an unqualified 'biodegradable' claim is deceptive unless the item fully breaks down within about a year after it is thrown away the usual way. Most items sent to a landfill never meet that bar, so the label is often misleading.
